Carlos Martel
Mr. Carlos C. Martel graduated with honors from the University of California, Los Angeles. Currently, he serves as the Director of Field Operations (DFO) for the Miami and Tampa Field Offices (MFO/TFO). He oversees a workforce of over 3,000 employees and supervises all U.S. Customs and Border Protection (CBP) operations throughout the state of Florida, including Miami International Airport, Port Miami, Port Everglades/Fort Lauderdale International Airport, West Palm Beach, and ports in the Tampa, Orlando, and Jacksonville areas.
Mr. Martel supervises the Agriculture and Prepared Products (APP) Center of Excellence and Expertise (CEE) with personnel at over 30 ports of entry across the U.S. The APP Center provides centralized processing for importers and serves as a nationwide resource for the agriculture and prepared products industry. Mr. Martel also serves as the Field Lead Coordinator for FEMA Region IV. He is responsible for incident response for all CBP resources and facilities in eight states, Puerto Rico, and the U.S. Virgin Islands, including a workforce of approximately 6,500 employees.
In his career, he served as the Port Director of LAX from 2008 to 2011, then as the Port Director of Los Angeles/Long Beach from 2011 to 2016. Subsequently, he became the DFO for the Los Angeles Field Office from 2016 to 2023, where he led a workforce of over 2,000 employees and supervised CBP operations in the Los Angeles metropolitan area, California, Las Vegas, Nevada, the Los Angeles International Airport (LAX), Harry Reid International Airport, John Wayne International Airport, including the international airports of Ontario. He also oversaw the ports of Los Angeles, Long Beach, and Hueneme, as well as the Electronics CEE.
