Mr. Todd Owen was the former Executive Assistant Commissioner (EAC), U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO). As the senior executive for OFO for over 5 1/2 years, he was responsible for all operations at the 328 ports of entry in the U.S., and overseas operations in 32 countries. At these ports of entry, the OFO mission was directed toward counter terrorism, narcotics interdiction, facilitating lawful trade and travel, trade enforcement to include agricultural protections, and admissibility determinations of arriving and departing border crossers. He oversaw an annual budget of $6.5 billion, and a workforce of 31,250 employees. Mr. Owen retired from federal service in August 2020, with over 30 years of service in CBP and U.S. Customs. He is now the President of Cross Border Advisory Network LLC and provide consulting services on supply chain security, cargo security, international trade, and border operations to clients in the U.S. and globally. As the EAC OFO, he was directly responsible for the development and implementation of all border security and cross border trade activities at the ports of entry, enforcing approximately 400 federal laws governing border control, customs, trade, and immigration. He has testified before various Congressional Committees over two dozen times on border security and trade enforcement/facilitation policies, programs, and threats.
